Canal Plaza is the renovated historic former Otaru Warehouse built in 1893 and located adjacent to the Otaru Canal . The Plaza now houses a tourist information center , a souvenir shop , a coffee shop and an area to rest . At the International Information Center , there are staff members who can assist you in English , Chinese and / or Korean and you can also find brochures in various languages . In addition , free Wi - Fi is available and on weekends and holidays you can exchange US Dollars ( USD ) and Euros ( EUR ) to Japanese Yen ( JPY ) . At the souvenir shop , you can buy a wide variety of goods sourced locally from within Otaru as well as the surrounding Shiribeshi Region . If your total purchase amount is over 5 , 000 Japanese Yen you can receive 8 % off by showing your passport ( discount available to foreign visitors only , some exclusions apply ) . The dog statue at the entrance of the Plaza is of a real dog from the Meiji era , whose adventures as a fire department dog were depicted in the picture book " Bunko , the Fire Dog " . You will also find the Otaru Museum Annex next door .
